Seven pillars were identified in the EHF’s "Seven Players for the Future — European Handball Master Plan," the strategic plan for the development of handball throughout Europe, of which grassroots growth was one. That is the focus for Croatia, who officially joined the Master Plan project in 2022 when they signed an agreement concentrated on the development of kindergarten and mini handball.
