The right to organise the Men’s U21 World Championship 2011 qualification tournaments was awarded to the teams drawn into row three. As teams which were awarded with the right to organise the 2009 Men’s U21 World Championship qualification do not have the right to be the organiser again, this gives us the following right holders:

Group 1: FYR Macedonia, Group 2: Great Britain, Group 3: Turkey, Group 4: Croatia (as Belarus was the organiser the last time), Group 5: Finland (as Montenegro was the organiser the last time), Group 6: Ukraine, Group 7: Belgium and Group 8: Italy.

If the national teams in row 3 of each group (or row 2 in the groups 4 and 5) decline to organise the tournament, the right is passed on to the teams in row 2 (or row 1 in the groups 4 and 5), then row number 1 (or row 4 in the groups 4 and 5) and finally row 4.

The eight tournaments will take place on 7/8/9 January 2011, the final tournament is played in Greece on 17 – 31 July 2011.
